Is this guy not interested in a relationship?

We grew up together. He's 20 and I'm 17. He's in the navy too so he's always gone, but recently he came back for break and before that we were talking and he seemed so into me. Then when he got here he only saw me twice, and he played his ringtones on his phone and they were all girls' numbers and they had ringtones like Bed by J holiday, and Low by Flo-Rida, and songs like that. But he said before he got here, that he liked me. So I don't know if he was just saying that to get some or what. Before he got back I asked him what we were because I was pretty sure we were just friends but I just wanted to make sure and he told me not to worry, it will just take time. He's mature, and he had a crush on me when we were growing up and me likewise. so if you could help i'd appreciate it. thanks!
