Yes if it is a structural work you have to take permission for the Local Municipality becase this is not in their city civil plan, and you cannot have structure close to the boundry wall, now the minimum distance has to be 10feet from the boundary wall, Any way just dont rely on the best answers please verify with the local authorities becsue after construction the neighbours can complain and it will be demolished.
